Yes, this is a website home page.  I like the way he has incorporated the navigation into the art.  Very creative and memorable.  It is like a painting with many layers which causes you to want to stay and drag your mouse around to see what happens.  He uses the clutter in a great way.  Great example for a portfolio website.
